WSCC have failed to cite successful examples of other Solar Farms located so close to residential areas. 3. The site is currently home to many pairs of Skylarks and other protected species which will be disturbed by the development. 4.  Contrary to officers’ assertions that the surface available to absorb rainfall will be undiminished by the development, the necessary concrete ballast/block, will clearly reduce the total absorption area available. 5. At least two reports cited by WSCC officers as being required to support/inform the development (Ecology, RSPB etc) are still unavailable, indicating the application was either premature or incomplete. 6.The development by virtue of glare, could be to the detriment of aviation at nearby Goodwood.

In addition, 7 The development is at variance with the emerging Westhampnett Neighbourhood Plan, which allocates the site for much-needed public open/leisure space. 8.The proposal has not shown WSCC in a very good light, submitting a clearly         incomplete application, and lining up officers to front the scheme who are either unprepared or poorly briefed to answer questions from local residents.

 Having considered the above application which is a revised proposal to application 16/01508/FUL, the Parish Councilmaintains its objection to the applicationand is of the opinion that the submission represents an inappropriate and over development of the site. For the following reasons:- 

1.     The proposed location would detract from the amenity enjoyed by the existing dwelling, Pampas Cottage.  

2.     The proposed location of the dwelling does not respect the existing building line for dwellings along Claypit Lane, which are set well back from the road. 

3.     Claypit Lane is a semi-rural area. If permitted, this development would adversely affect the character of the existing mature, tree lined lane and could lead to similar applications which would irreparably change the character of the area. 

4.     The proposed location contravenes the environmental proposals being formulated by the Parish Council in the Neighbourhood Plan. If the Council had been consulted prior to the application being submitted, the applicant would have been made aware of this. 

5.     The proposal does not respect the existing density of development in the locality. Basement accommodation on the scale of that proposed is more appropriate in restricted city locations not in a rural environment such as this. 

6.     The proposed basement accommodation is of concern as there are known problems with surface water levels within the area and it is questionable whether this could be successfully achieved. 

7.     Four bedrooms are indicated on the basement plan, all of which are regarded as habitable rooms under the building regulations and thus require both natural light and ventilation. No windows are indicated on the drawings. If this is to be achieved indirectly by lightwells, it is considered that such a solution is inappropriate in this location, being a city rather than rural solution.  

8.     The Parish Council shares the concerns raised previously by other objectors in respect of sewage and surface water drainage; traffic and on-street parking, all of which constitute on-going problems within Claypit Lane. 

REFUSE AND APPEAL DISMISSED

PO18 0PAApproval of reserved matters following outline planning permission WH/12/02360/OUT in respect of appearance, layout and scale of Proposed Village Hall Pursuant to Condition 1.  I am writing on behalf of Westhampnett Parish Council in connection with the aforementioned application following two meetings that have taken place with the applicants Bellway Homes.These meetings were arranged to discuss the proposed community hall and I am aware that you have received a revised set of plans from Bellway. Following our second meeting yesterday, I’m pleased to say that the Parish Council has no objections to the location, design and layout of the hall. It is also supportive of the revised parking arrangements with the overspill area, given the known problems that occur at other village halls, and the fact that many of the people using the new hall would not live within walking or cycling distance, especially during the winter months. The planning application also includes a proposed variation of the original S 106 Deed in relation to the delivery of the hall. This is a matter which is still under discussion with the applicants and a further meeting has been arranged for 5th September, following which I may be able to write to you again.PERMIT

The Parish Council wishes to sustain it's previous comments, thus: Objects to the proposed vehicle access from Stane Street and urges that the application is refused for safety reasons.Having reviewed the planning application, Westhampnett Parish Council endorses the safety concerns expressed by Mr & Mrs Craven in respect of the proximity of the proposed vehicle access from Stane Street, which is close to the very busy junction with Coach Road. Stane Street is already an extremely busy road and vehicle movements will increase when the 100 homes on the former hanging basket site to the east, WH/12/02360/OUT are completed (already under construction); and the 300 homes to the west between Stane Street  / Madgwick Lane, WH/15/03524/OUTEIA, approved in the Local Plan, have been completed. Additionally, commercial and domestic vehicles associated with the Rolls Royce factory (east) and CDC depot and Transit site (west) exacerbate the dangers at the junction with Coach Road and vehicles turning to access the amenity tip.
The Parish Council considers that vehicle access to the site should be from Coach Road, as approved under application 14/01895/FUL.

Having considered the revised drawings and additional information requested, the Council is of the opinion that the submission represents an inappropriate and over development of the site and therefore objects to the application. The proposed location:-would detract from the amenity enjoyed by the existing dwelling, Pampas Cottage; does not respect the existing building line for dwellings along Claypit Lane, which are set well back from the road, neither does it respect the existing density. Claypit Lane is a semi-rural area. If permitted, this development would adversely affect the character of the existing mature, tree lined lane and could lead to similar applications which would irreparably change the character of the area. The proposed dwelling is a substantial 3 storey residence with a total floor area of approximately 2,500 sq.ft. The ridge height is approximately 1M higher than the existing adjacent chalet style bungalows and would have an adverse visual effect on them and the street scene.The proposed basement accommodation is of concern as there are known problems with surface water levels within the area. The Council shares the concerns raised by other objectors to this application in respect of sewage and surface water drainage; traffic and on-street parking, all of which constitute on-going problems within Clay .

This is an improvement and should be permitted as it contributes to improving to safety on the narrow drive that services the site which currently handles a dangerous mixture of pedestrians, schoolchildren, ambulances, commercial vehicles, HGV deliveries, visitors and residents trying to gain access to their homes.
 
The Parish Council supports this part of the application.
 
 2. A proposed additional building to provide accommodation for 11 people with dementia.
 
The additional building is sited close to the Stane Street boundary.It is a further development on an already over developed site and  represents a one third increase in overall accommodation. Its footprint would be significant and on existing 'green' field location that has failed to be protected by an existing tree preservation order.  
 
The proposed siting, close to a busy road with a lot of commercial traffic is a potential danger to people suffering from dementia.
 
If permitted, this would create a forty bed establishment, which is more in keeping with a cottage hospital and is considered to be an overdevelopment of the site.
 
The Parish Council considers that the additional building should be opposed.
 
In conclusion, as the two elements are contained within the same application, the Parish Council requests that the application is refused.
